      New York administrative rules from NY State Department of State Local Laws Search Local Laws adopted by the legislative body of a local government (county, city, town or village) are filed with the Department of State pursuant to section 27 of the Municipal Home Rule Law.   As shown in two charts provided by the New York State Unified Court System, the New York judicial system has three levels.
